Andrew Lohn is a researcher and policy expert at the intersection of AI and cybersecurity. At CSET Georgetown, he leads the CyberAI Project, producing technical and policy research on how AI capabilities affect the offense-defense balance in cyber conflict, AI supply chain security, and the robustness and safety of machine learning systems in high-stakes applications. He has testified before multiple congressional committees, engaged directly with policymakers at the NSC, and has been widely cited in major media. His work combines deep technical expertise with policy relevance, aiming to help governments and institutions understand and respond to emerging AI-related security risks.

Theory of Change
Lohn's implicit theory of change is that AI safety and security risks are best addressed through a combination of technical rigor and informed policy. By producing accessible technical research on AI vulnerabilities, adversarial robustness, and the shifting cyber offense-defense balance, and by engaging directly with policymakers through testimony, NSC service, and public writing, he aims to equip decision-makers to build more secure and reliable AI systems and to craft policy that reduces the risks AI poses to critical infrastructure and national security. Better-informed policy and stronger assurance methods for AI systems reduces the likelihood of catastrophic failures or exploitation of AI in high-stakes contexts.
