
European AI Office
The European AI Office was established within the European Commission in February 2024 as the centre of AI expertise across the EU. It promotes the development and deployment of safe and trustworthy AI while implementing and enforcing the EU AI Act. The Office has primary responsibility for overseeing general-purpose AI (GPAI) model providers, developing guidelines and a Code of Practice, and coordinating AI governance across the 27 EU Member States. It also leads EU-wide initiatives including the AI Continent Action Plan and the Apply AI Strategy.

Theory of Change
The European AI Office operates on the theory that binding legal regulation, consistently enforced across all EU member states, is necessary to ensure that AI systems—especially powerful general-purpose AI models—are developed and deployed safely. By implementing the EU AI Act, enforcing compliance obligations on GPAI providers, publishing clear guidelines, and coordinating national enforcement, the Office aims to establish a high safety baseline across the European market. Because EU regulation affects global AI developers who wish to access the European market, the Office's rules can shape safety standards and practices internationally. The Office also invests in technical AI safety research and evaluation capacity to keep regulatory tools current with the frontier of AI capability.
