Open Philanthropy Technology Policy Fellowship
The Open Philanthropy Technology Policy Fellowship was a program designed to grow the community of people working at the intersection of US policy and high-priority emerging technologies, especially AI and biosecurity. Fellows received policy-focused training and mentorship, then completed full-time placements at executive branch agencies, Congressional offices, and think tanks in the Washington, DC area. The program ran at least two cohorts starting in 2022-2023, supporting 15 fellows in its inaugural class, before being discontinued. Open Philanthropy (now Coefficient Giving) directed interested applicants to its career development and transition funding program as an alternative.

Theory of Change
By placing talented, mission-aligned individuals into key US government and policy institutions focused on AI and biosecurity, the fellowship aimed to increase the number of people within policy-making structures who understand and prioritize risks from advanced AI and biotechnology. Fellows embedded in executive agencies, Congressional offices, and influential think tanks could shape policy decisions, build institutional knowledge, and develop a pipeline of future policy leaders who take catastrophic and existential risks seriously. The theory is essentially one of talent pipeline and institutional influence: growing the community of people working on these issues from inside government is necessary to translate technical AI safety insights into protective policy outcomes.
