DeepSeek (深度求索) is a Hangzhou-based AI research company founded in July 2023 by Liang Wenfeng, the co-founder of Chinese quantitative hedge fund High-Flyer. The company is wholly funded by High-Flyer and focuses on developing world-leading general-purpose large language models, reasoning models, code models, and multimodal systems. DeepSeek gained international attention in January 2025 when its DeepSeek-R1 model demonstrated GPT-4-class reasoning performance and its app briefly topped the US iOS App Store, while the company claimed training costs far below those of comparable US models. DeepSeek open-sources most of its models under the MIT License and provides an API platform for developers.

Theory of Change
DeepSeek does not operate with a theory of change oriented toward AI safety or existential risk reduction. The company's stated mission is to develop world-leading general artificial intelligence, with an emphasis on open-source model releases and efficiency innovations. From an x-risk perspective, DeepSeek is relevant as a major capabilities-advancing actor in the global AI landscape rather than as a safety-focused organization. Its open-source releases accelerate AI diffusion globally, and its competitive pressure on US labs is widely seen as reshaping the geopolitics of AI development.
