Updated 04/02/26Global Shield is an international advocacy organization devoted to reducing global catastrophic risk from all threats and hazards. Founded in August 2023 by Jared Brown, Rumtin Sepasspour, and Ariel Conn, it describes itself as the world's first advocacy organization dedicated to all-hazards GCR reduction. The organization's mission is to ensure countries around the world enact and effectively implement policies that reduce global catastrophic risk, envisioning a world in which all governments have acted decisively to reduce and, where possible, eliminate such risks. Global Shield takes an all-hazards approach, addressing risks from nuclear war, engineered and natural pandemics, misuse or poor development of advanced artificial intelligence, volcanic super-eruptions, asteroid impacts, severe climate change, and unknown emerging threats. The organization combines policy research and development with experienced advocacy tailored to individual countries, using a hub-and-spoke model that allows it to scale global efforts while maximizing the impact of policy advocates on the ground. In the United States, Global Shield has led implementation efforts for the Global Catastrophic Risk Management Act (GCRMA), the world's first national law related to global catastrophic risk, which was passed in 2022. The organization has also been a leading advocate for reauthorizing and modernizing the Defense Production Act, and has worked on food system security with Congress. Executive Director Jared Brown testified before the Senate Committee on Banking, Housing, and Urban Affairs on DPA authorities in May 2025. At the international level, Global Shield has been active in UN processes, including advocacy for emergency platforms inclusion in the Pact for the Future and engagement with the UN's Global Risk Report. The organization was selected as part of the organizing team for the 2025 Global Platform for Disaster Risk Reduction High-Level Dialogues. Global Shield Australia works with the Australian government on catastrophic risk policy. The organization operates as a 501(c)(3) nonprofit, fiscally sponsored by Social and Environmental Entrepreneurs (SEE). It has developed approximately 150 vetted all-hazard policy ideas through its Policy Research, Development, and Diffusion process and has published research in the Bulletin of the Atomic Scientists on AI governance, catastrophic risk policy, and global risk prevention.
Theory of Change
Updated 04/02/26Global Shield believes that governments have enormous influence over the reduction of global catastrophic risk but most lack adequate policies to address these threats. By conducting rigorous policy research to identify effective risk-reduction measures, converting that research into actionable policy proposals through their Policy Research, Development, and Diffusion process, and then advocating directly with policymakers in individual countries, they aim to get GCR-reducing policies enacted and implemented worldwide. Their hub-and-spoke model of country offices allows them to scale this approach globally while tailoring advocacy to each country's political context. The all-hazards framework addresses the interconnected nature of catastrophic risks rather than treating them in isolation.
