Theo Knopfer
Bio
Théo Knopfer is a French biosecurity and AI policy researcher originally from Martinique, who studied English in Lyon, France, and wrote his Master's thesis on Anglo-European defence integration during the Cold War. He is a 2023 Fellow of the Foresight Institute and has been involved with EA France and Effective Thesis as a volunteer. His research focuses on assessing the threat of terrorist use of emerging technologies, particularly AI and biotechnology, with a special emphasis on European biodefence policy and military AI. He received grants from the Long-Term Future Fund to explore biosecurity policy projects including work on the Biological Weapons Convention and European early detection systems, and received travel support to attend the BWC Review Conference. He also led the translation of the 80,000 Hours Career Guide into French, funded by Open Philanthropy. His long-term goal is to pursue policy advocacy in governmental organisations to improve decision-making in high-uncertainty situations through empirical and factual evidence.
