Caleb Withers
Bio
Caleb Withers is a Research Associate in the Technology and National Security Program at the Center for a New American Security (CNAS) in Washington, DC, where he focuses on frontier AI and national security, including emerging AI capabilities and their impacts in the biological and cyber domains, and compute policy. He authored the 2025 report "Tipping the Scales: Emerging AI Capabilities and the Cyber Offense-Defense Balance," which examines how advancing AI could shift the cyber offense-defense balance toward attackers. Before joining CNAS, he worked as a policy analyst for several New Zealand government departments, including the Ministry of Business, Innovation and Employment and the Ministry of Transport. He holds an MA in Security Studies from Georgetown University with a concentration in technology and security, and a Bachelor of Commerce from Victoria University of Wellington majoring in economics and information systems. He received a Long-Term Future Fund grant for pursuing longtermist research and upskilling in areas including machine learning, the Chinese language, and cybersecurity.
