Updated 05/18/26RAND’s Technology and Security Policy Center (TASP) is a dedicated research center that sits at the leading edge of work on how high-consequence, dual-use technologies transform international competition and security. The center analyzes technologies such as advanced artificial intelligence and biotechnology, focusing on how they alter the global threat landscape, military and economic balances, and the tools available to democratic governments. TASP combines deep technical expertise with policy analysis to identify where emerging technologies create new risks and opportunities, and it designs policy and technological solutions that can enhance the security and competitive advantage of the United States, its allies, and partners. The center leads a portfolio of high-impact projects, engages closely with stakeholders in the policy and technology communities, and aims to ensure that its research remains both rigorous and directly relevant to real-world decisionmaking.
Theory of Change
TASP’s theory of change is that carefully analyzing how high-consequence, dual-use technologies reshape global competition and the threat environment, and pairing that analysis with concrete policy and technological solutions, will allow the United States and its allies to harness emerging technologies for strategic advantage while mitigating security risks. By conducting rigorous research on technologies such as artificial intelligence and biotechnology, and by working closely with policymakers and other stakeholders to ensure its work is accurate, timely, and relevant, the center seeks to translate its findings into changes in defense and technology policy that reduce the likelihood and severity of destabilizing uses of these technologies.
