Through baseline studies, datasets, and analytical essays, PCIO identifies best practices, structural obstacles, and opportunities for collaboration among governments, platforms, media, and nonprofits working to combat manipulation in the information environment.
Theory of Change
PCIO’s theory of change is that systematically mapping existing responses to influence operations and sharing high‑quality data and analysis will help governments, platforms, researchers, and civil society design more effective, coordinated, and rights‑respecting strategies to counter information manipulation at scale.
